Am wondering, is that canon or fanon or what? I'd never heard of an exact date. And, come to that, would it be his original human birthday or the date he was turned?

That's from Bronze:Beta (http://betabronze.com/). It's Angelus/Angel/Liam's birthdate based on internal evidence in Buffy and Angel, using the dates in Angel for the year (and ignoring the birth-year contradictions these had with other evidence presented in the first 3 seasons of BtVS). The closest his birthday can be pinned down is a 2 week period centered on 4/21.

Edited to correct an error: Angel would be 282 years old today, not 281. :)
